Brazil plans to build 43 “large” dams (>30 MW) in the Tapajós Basin, ten of which are priorities for completion by 2022. Impacts include flooding indigenous lands and conservation units. The Tapajós River and two tributaries (the Juruena and Teles Pires Rivers) are also the focus of plans for waterways to transport soybeans from Mato Grosso to ports on the Amazon River. Dams would allow barges to pass rapids and waterfalls. The waterway plans require dams in a continuous chain, including the Chacorão Dam that would flood 18 700 ha of the Munduruku Indigenous Land. Protections in Brazil’s constitution and legislation and in international conventions are easily neutralized through application of “security suspensions,” as has already occurred during licensing of several dams currently under construction in the Tapajós Basin. Few are aware of “security suspensions,” resulting in little impetus to change these laws.  相似文献

Southern Amazonia is the first region of Brazil’s Amazon area to be exposed to intensive conversion to agriculture and ranching. This conversion emits greenhouse gases from the carbon stock in the biomass and soils of the previous vegetation. Quantifying these carbon stocks is the first step in quantifying the impact on global warming from this conversion. This review is limited to information on Brazilian Amazonia’s carbon stocks. It indicates large amounts of carbon at risk of emission in both biomass and soils, as well as considerable uncertainty in estimates. Reducing uncertainty is a priority for research but the existence of uncertainty must not be used as an excuse for delaying measures to contain deforestation. The magnitude of carbon stocks is proportional to greenhouse gas emissions per hectare of deforestation and consequently to impact on global climate.

Brazil’s Samuel Dam, which formed a 540-km2 reservoir in the state of Rondônia in 1988, provides lessons for development decisions throughout Amazonia and in other tropical areas. The decision to build the dam was heavily influenced by its role in the political strategies of key decision makers. Samuel illustrates both impacts and benefits of electricity supply and the dilemmas facing decision makers regarding the various options for planned electricity generation. Environmental costs included flooding forest and stimulating illegal logging activity throughout western Amazonia because of an exception opened for Samuel in Brazil’s prohibition of export of raw logs. Samuel emitted substantially more greenhouse gases than would have been emitted by generating the same amount of electricity from oil. Contamination of fish in the reservoir resulted from methylation of mercury present in the soil. Social costs of the dam included resettlement of 238 families of farmers; impacts on indigenous people were indirect. Mitigating measures included faunal rescue and creation of a forest reserve. The lessons of Samuel include the need to consider a full range of alternatives prior to making decisions in practice and the importance of adhering to the logical sequence of decision making, where information is gathered and compared prior to the decision. It also shows the need to maintain flexibility when the costs and benefits of different alternatives change significantly over the course of the project’s planning and execution, as occurred at Samuel.  相似文献

A recent paper by Miko Kirschbaum (Mitigat Adapt Strategies Glob Change 11(5–6):1151–1164, 2006) argues that temporary carbon (C) storage has “virtually no climate-change mitigation value.” However, temporary carbon has value in delaying global warming that needs to be recognized in carbon accounting methodologies. The conclusions reached are very sensitive to any value that is attached to time. Basing analysis exclusively on the maximum temperature reached within a 100-year time frame ignores other important impacts of global warming that also need to be included when mitigation strategies are assessed. The relative weightings for long-term versus short-term impacts represent policy choices that result in a greater or a lesser value being attributed to temporary carbon, but that value should not be zero. Global warming is too formidable an enemy to allow us the luxury of discarding part of our arsenal in fighting against it. Both reducing fossil-fuel combustion and increasing biosphere carbon stocks are needed.  相似文献

Brazil’s Cuiabá-Santarém (BR-163) Highway provides a valuable example of ways in which decision-making procedures for infrastructure projects in tropical forest areas need to be reformulated in order to guarantee that environmental concerns are properly weighed. BR-163, which is slated to be paved as an export corridor for soybeans via the Amazon River, traverses an area that is largely outside of Brazilian government control. A climate of generalized lawlessness and impunity prevails, and matters related to environment and to land tenure are especially unregulated. Deforestation and illegal logging have accelerated in anticipation of highway paving. Paving would further speed forest loss in the area, as well as stimulate migration of land thieves (grileiros) to other frontiers. An argument is made that the highway should not be reconstructed and paved until after a state of law has been established and it has been independently certified that sufficient governance prevails to secure protected areas and enforce environmental legislation. A waiting period is needed after this is achieved before proceeding with the highway paving. Above all, the logical sequence of steps must be followed, whereby environmental costs are assessed, reported, and weighed prior to making de facto decisions on implementation of infrastructure projects. Deviation from this logical sequence is a common occurrence in many parts of the world, especially in tropical areas.  相似文献

Summary The land uses that now predominate in Brazil's Amazon Region are unlikely to produce sustainable yields. They also tend to close off potentially sustainable alternative uses. Cattle pasture — either productive or abandoned — now occupies most deforested land. Small farmers plant pasture after using the land for a year or two under annual crops, while large cattle ranches plant pasture directly after clearing. The principal motive for planting pasture is often its low cost and high effectiveness as a means of securing speculative land claims — not beef production.Pasture and cattle yields are low and, after use for about a decade, the planted grasses are out-competed by secondary forest species or inedible grasses. Depletion of available phosphorus in the soil is a major cause of yield decline; Brazil's relatively modest phosphorus deposits, virtually all of which are outside of Amazonia, make fertiliser use not feasible for the vast areas now rapidly being converted to pasture. Converting a substantial portion of Amazonia to pasture would have potential climatic effects. Areas that can be planted in annual and perennial crops are restrained by world markets, as well as by soil quality and Brazil's limited stocks of the inputs needed for intensive agriculture.Recent initiatives for agricultural-ecological in Brazil's Amaoznian states could be a first step toward more rational land use. Immediate measures are needed to slow deforestation, to discourage unsustainable uses and to make sustainable alternatives profitable.Professor Philip Fearnside is currently Research Professor in the Department of Ecology at the National Institute for Research in the Amazon. Two approaches are frequently mentioned in proposals to use tropical forest maintenance as a carbon offset. One is to set up, specific reserves, funding the establishment, demarcation, and guarding of these units. Monitoring, in this case, consists of the relatively straightforward process of confirming that the forest stands in question continue to exist. In Amazonia, where large expanses of tropical forest still exist, the reserve approach has the logical weakness of being completely open to “leakage”: with the implantation of any given reserve, the people who would have been deforesting in the reserve area will probably continue to clear the same amount of forest somewhere else in the region. The second approach is through policy changes aimed at reducing the rate of clearing, but not limited to specific reserves or areas of forest. This second approach addresses more fundamental aspects of the tropical deforestation problem, but has the disadvantages of not assuring the permance of forest and of not resulting in a visible product that can be convincingly credited, to the existence of the project. In order for credit to be assigned to policy change projects, functioning models of the deforestation process must be developed that are capable of producing seenarios with and without different policy changes. This requires understanding the process of deforestation, which depends on monitoring in order to have information as a time series. Information is needed both from satellite imagery and from on-the-ground observations on who occupies the land and why the observed changes occur. Monitoring must be done by individual property if causal factors are to be identified reliably; this is best achieved using a database in a Geographical, Information System (GIS) that includes property boundaries. Once policy changes are made in practice, not only deforestation but also the policies themselves must be monitored. Deerees and laws are not the same as changes in practice; the initiation and continued application of changes must therefore be confirmed regularly. The value of carbon benefits from Amazonia depends directly on the credibility and transparency of monitoring. The great potential value of carbon maintenance in Amazonia should provide ample reason for Amazonian countries to strengthen and increase the transparency of their monitoring efforts.  相似文献

The Balbina Dam in Brazil's state of Amazonas floods 2360 km2 of tropical forest to generate an average of only 112.2 MW of electricity. The flat topography and small size of the drainage basin make output small. Vegetation has been left to decompose in the reservoir, resulting in acidic, anoxic water that will corrode the turbines. The shallow reservoir contains 1500 islands and innumerable stagnant bays where the water's residence time will be even longer than the average time of over one year. Balbina was built to supply electricity to Manaus, a city that has grown so much while the dam was under construction that other alternatives are already needed. Government subsidies explain the explosive growth, including Brazil's unified tariff for electricity. Alternative power sources for Manaus include transmission from more distant dams or from recently discovered oil and natural gas deposits. Among Balbina's impacts are loss of potential use of the forest and displacement of about one third of the surviving members of a much-persecuted Amerindian tribe: the Waimiri-Atroari. The dam was closed on 1 October 1987 and the first of five generators began operation in February 1989. The example of Balbina points to important ways that the decision-making process could be improved in Brazil and in the international funding agencies that have directly and indirectly contributed to the project. Environmental impact analyses must be completed prior to decisions on overall project implementation and must be free of influence from project proponents. The current environmental impact assessment system in Brazil, as in many other countries, has an undesirable influence on science policy, in addition to failing to address the underlying causes of environmentally destructive development processes and inability to halt irreversible projects like Balbina.  相似文献
